Salary: NJC LC2 range SCP 24-28 (£14.90 to £16.75 per hour)

Glapwell Parish Council has a vacancy for a Parish Clerk. This is a permanent post for 7 hours per week. The Village of Glapwell is situated in Bolsover District. Glapwell is a small Parish covering 774 acres of land. It is 3 miles from Bolsover, seven miles from Chesterfield on the main A617 Chesterfield to Mansfield Road, accessible from junction 29 of the M1 motorway. The Parish Council supports a village hall and Sports Centre and this is where the council offices and staff are normally based. The Parish Council currently has 6 councillors and 4 vacancies.

Working Arrangement: Reporting to the Chair of the Council you will work for a total of 7 hours per week. Core working hours and days to be agreed with the post holder but there will be some evening work for the monthly parish council meetings. You will be based at The Glapwell Centre, The Green, Glapwell, S44 6TY. The Council reserves the right, subject to consultation, to revise working hours and working arrangements at any time that this is thought necessary

Purpose of the Job: To act as the Council’s Proper Officer. As the Proper Officer of the Council, the Parish Clerk is under a statutory duty to carry out the instructions of the Council and to serve or issue all the notifications required by law. The Parish Clerk will advise the Council on, and assist in, the formation of overall policies to be followed in respect of the Council’s activities and, in particular, to produce all the information required for making effective decisions and to implement constructively all decisions. The person appointed will be responsible for the management of staff and resources and will take the lead on the Council’s major projects. The Parish Clerk is accountable to the Council for the effective management of all its resources and will report to them as and when required.

Requirements: The ideal candidate will be CILCA qualified or be willing to work towards the completion of CILCA within 2 years of appointment. They must have experience in administration and management, supporting a wide variety of skills. Knowledge of the statutory framework concerning the management and running of a Parish Council would be an advantage although training can be accessed.
